Design and manage the regional evacuation and relief centre exercise
You are the Exercise Director for the 19 November regional exercise.
What has happened
The Summer Readiness Plan commits Guardian to testing evacuation and relief centre arrangements with councils, police and health services on 19 November 2026. The Chief Officer wants a coastal grassfire scenario that forces the evacuation of a township, activation of a relief centre, a community warning sequence and a handover to recovery. The exercise must use the real documents, including the Incident Action Plan Template, and involve the incident management team, the communications centre, the relief centre staff and partner agency liaison officers. Last year's exercise was criticised for injects that arrived too fast and an evaluation that produced no actions. The exercise plan is due at the leadership meeting on 7 October.

Incident and Dispatch Log
The official record of every incident and request for assistance, with type, location, resources, incident level, control times, safety officer and debrief status.
Training and Competency Matrix
Records each member's operational competencies, currency and expiry dates, so that crews are formed and dispatched only from members recorded as competent.
Health and Safety Incident Register
The controlled record of injuries, exposures, near misses, hazards, vehicle incidents and equipment failures across stations, units, incidents and workplaces, with investigation and actions to closure.

Evidence guide
Look for objectives that are measurable and tied to real plans, a scenario and inject schedule paced for decision making with contingencies, a clear exercise control and evaluation structure, evaluation checklists that map to the objectives, a safety plan with the no duff protocol, and a debrief and reporting design that produces owned actions. The plan should be ready for a leadership team to approve.
