Purpose. Completed by a community safety officer for every inspection of a building or dangerous goods facility, recording findings, non-compliances, their grading and the follow-up required.

1.When to use this form

Complete one form for each inspection of a building, place of public entertainment, accommodation building, dangerous goods facility or other premises under the inspection schedule, and for any inspection following a complaint or a fire. The form supports the entry in the Inspections, Permits and Programs Register.

2.Conduct of the inspection

Identify yourself, explain the purpose and the powers you are using, and inspect with the owner or occupier where possible. Inspect exits and paths of travel, exit signs and emergency lighting, fire doors, extinguishers and hose reels, hydrants and boosters, sprinklers, detection and alarm systems, evacuation diagrams and procedures, and dangerous goods storage, placarding and manifests where relevant.

3.Grading non-compliances

Grade each non-compliance critical, major or minor as defined in the Community Safety and Fire Prevention Policy. A critical non-compliance is one that presents an immediate risk to life, such as a locked or obstructed exit or a non-functioning alarm in an accommodation building, and must be acted on before you leave the site.

  • Critical: immediate risk to life, act now
  • Major: significant risk, notice with 60 day compliance date
  • Minor: administrative or maintenance matter

4.Follow-up

Record the notice issued, the compliance date, any referral to the building surveyor or dangerous goods regulator and the date of the follow-up inspection. Enter the inspection in the register on the day.

5.Evidence

Photograph every non-compliance and attach the photographs to the register entry. Do not photograph people or personal information unless it is necessary to record the non-compliance.
